To establish a unified, flexible, accountable, workforce development system implemented through the Little Rock Workforce Investment Board to enhance collaboration of business, industry, labor, service providers, and citizens, delivered through an accessible and responsive Arkansas Workforce Center system. The system will offer employers a resource for workers in existing and emerging occupations, and empower Arkansans to receive employment services as well as job-specific training.
To provide business and industry with a skilled, trained workforce so that current and future market needs can be fully met. This will be accomplished by creating an environment that integrates services across agencies and programs, minimizing duplication of services and funding, improve job seeker and business customer access, and create a framework for continuous improvement.

Providing a liaison between customers and the partnering agencies in the Workforce Center. Providing basic counseling and skill assessment to recommend appropriate levels of service for individual customers.
Providing a liaison between businesses and the workforce. Information available on Work Opportunity Tax Credit and Federal Bonding Programs. Jump Start Employability Training Skills offered.
Providing counseling and skill assessment for adults. Referrals to employment services and supportive services, including training and on-the-job training when appropriate.
Providing counseling and skill assessment for dislocated (laid-off) workers, including displaced homemakers. Referrals to employment services and supportive services, including training and on-the-job training when appropriate.
Providing training, counseling and skill assessment to assure the integration of people with disabilities into the workforce investment system, including Wagner-Peyser and WIA services.
Providing mentoring, counseling and skill assessment for youths ages 14-21 Referrals to employment services and supportive services, including training and on-the-job training when appropriate. Summer Youth employment and Basic Skills development curriculum offered in July.
